Carlos Luaces, a resident of Byram in Sussex County, was hired as public works superintendent in April of 2015. Three months later, he ordered employees to remove a bird’s nest that was in the public works yard.

When the employees did not comply, Luaces sprayed insecticide on the nest, killing two robin chicks. Employees complained to the West Milford police. Police contacted the Passaic County Society for the Prevention of Cruelty to Animals and the state Department of Environmental Protection.

On Aug. 21, the county SPCA filed animal cruelty charges against Luaces. Mayor Bettina Bieri fired Luaces from his $80,000-a-year post the day the charges were filed. Luaces lawyer, Gary A. Kraemer, said he plans to go to trial to fight the charge. He said Luaces took over the DPW during what he termed “a chaotic situation” and said some employees resented his leadership.

“He’s innocent,” Kraemer said. “He didn’t break any statute. He was brought into what was a chaotic situation at the DPW, and I think there was a lot of resentment and payback.”

Passaic County assistant prosecutor Paul Roby was not available for comment on Tuesday.

Kraemer said the prosecutor’s office has not made a plea offer. A status conference is scheduled for April 4 in Superior Court in Paterson.

A Passaic County grand jury has returned an indictment charging Luaces with animal cruelty in the third degree, a crime that is punishable by a fine of up to $15,000 and/or three to five years in prison.

Sounds like Mr. Luaces is trying to downplay his hatred of animals and is a lack of regard for anyone but himself and as the little Robin Family was just beginning he felt nothing of pouring poison on the little family while he has fun times with his family as seen in the following photos:

This little family will never know joy, love, and family; because Carlos  Luaces thought nothing of dousing this little family with poison. Rest in Peace little family
